Presence in Serbia’s
Troubled Kosovo Province

Velika Hocca village, Kosovo BELGRADE, June 5 (Reuters) - A senior U.S. official established the first formal American presence in Serbia's troubled province of Kosovo on Wednesday by opening a U.S. Information Centre in the regional capital. Acting Assistant Secretary of State John Kornblum told a news conference the centre was "an example of the continuing commitment of the United States both to try and move forward the situation in Kosovo but also to be with the people of Kosovo."

Diplomats regard tensions between Kosovo's ethnic Albanians, who make up more than 90 percent of the populations, and the Serbian-dominated administration as the most explosive unresolved issue in the Balkans. Washington has linked formal recognition of rump Yugoslavia, comprising Serbia and Montenegro, to a significant improvement in the human rights situation in Kosovo. The issue is also central to rump Yugoslavia's admission into the International Monetary Fund and World Bank.

Warren Christopher, Slobodan Milosevic Serbian President Slobodan Milosevic, at talks with U.S. Secretary of State Warren Christopher in Geneva on Sunday, agreed that the U.S. information centre could open. Although the centre has no formal diplomatic role, Kornblum indicated that he hoped it would play a part in resolving ethnic tensions.

"Information, culture and knowledge have always been seen as the foundation of the modern democratic way of life. Those who wish to stifle democracy begin by stifling information," he said. "We believe that by allowing access to the many new kinds of information resources, and providing a centre as a meeting place...we will be able to contribute to the foundations for a democratic future."

Kornblum held talks with the Demokratic League of Kosovo, which represents the Albanian majority and seeks independence. Independent human rights groups have accused Belgrade of running a police state in Kosovo and of extensive human rights abuses of Albanians.
