Berserkistan Navigator Bildt Says Bosnian Serb
Leadership in Turmoil

Biljana Plavsic SARAJEVO, July 1 (Reuters) - International mediator Carl Bildt said on Monday conflicting statements from Bosnian Serb officials over the status of their president Radovan Karadzic was a sign of turmoil in the Bosnian Serb leadership. Bildt spoke after reviewing the text of a message of clarification faxed from Karadzic advisor John Zametica to Reuterss, in which Zametica said Vice-President Biljana Plavsic had replaced Karadzic as President.

Plavsic on Sunday said she was assuming Karadzic's presidential duties but that he remained president and she vice- president of the Bosnian Serb republic. Karadzic, twice indicted for war crimes, is supposed to step down from public office and surrender to a U.N. tribunal under the terms of the Dayton peace agreement, which ended 43 months of war in Bosnia.

"I think this reflects the turmoil that is up there," in the Bosnian Serb capital Pale, Bildt said of the apparently conflicting statements from Zametica and Plavsic. "It's an evolving situation. For a month and a half we have been pressing Karadzic, forcing some turmoil, some changes. There's not yet a clear-cut solution, not that I expected that in six weeks. This issue is going to be with us for some time."

"In the process of wavering in Pale, this (Zametica statement) seems to be going in the right direction. What that means for tomorrow remains to be seen." Bildt spoke to Reuterss on his return to Sarajevo from Stockholm on Monday evening.

Minutes after Bildt arrived in Sarajevo Karadzic appeared on Bosnian Serb television addressing a session of the ruling SDS party, of which he was re-elected chairman on Saturday, angering the international community yet again. Karadzic has reneged on a verbal agreement in May banning him from playing any further role in public life and from making public or televised appearances, by appearing on Bosnian television every day since last Friday.
