Frowick Discusses SDS

Serbia’s MilosevicTalks are called 'constructive' as OSCE
pressures Serbia to reign in Karadzic
BELGRADE, July 9 (Reuters) - The man charged with organising the first post-war elections in Bosnia, U.S. Ambassador Robert Frowick held what he described as "constructive" talks about the poll with Serbian President Slobodan Milosevic on Tuesday. The meeting came a day after Frowick threatened to bar the ruling Bosnian Serb Democratic Party (SDS) from the elections if its chairman Radovan Karadzic, an indicted war criminal, remains as party leader.
As head of the Bosnian office of the Organisation for Security and Co-operation in Europe (OSCE), Frowick said in Sweden on Monday he planned to "use the powers at (his) disposal" to block the SDS as long as Karadzic wielded any power. Under the Dayton peace accord which ended the 43-month war in Bosnia, no individual indicted by the Hague war crimes tribunal is allowed to participate in the elections. Diplomats regard Milosevic as the Bosnian Serbs' chief sponsor during the 3˝ year war, and believe he has the power to force Karadzic out. The Serbian president's support is also considered vital for the success of the elections.
"We had a constructive discussion. The principle on the agenda is always elections in Bosnia-Herzegovina," Frowick told reporters after Tuesday's talks which lasted 90 minutes. "The official election campaign begins next week and we wanted to talk about preparations for them," Frowick said. "We were both hoping that the electoral process can go forward in a way that allows all parties to participate appopriately, so we can have an optimal result."
Although Frowick said he did discuss the question of the SDS's involvement in the poll, he declined to give details. The official Yugoslav news agency Tanjug said the two paid particular attention to ways of securing full freedom of movement for voters and equal access to the media for all political parties.
