Seven SDA candidates are barred from September elections as punishment

Haris Silajdzic SARAJEVO, July 12 (Reuters) - The OSCE has blamed Bosnia's ruling Muslim nationalist SDA party for a violent attack on rival Haris Silajdzic and disqualified seven SDA candidates from September elections as punishment, the OSCE said on Friday. The decision sends a clear warning to all Bosnian parties and candidates that the international community means to deal forcefully with breaches of the peace and other behaviour intended to undermine the integrity of the electoral process.

The Organisation for Security and Cooperation in Europe (OSCE) is in charge of organising the September elections, dubbed as the most complex in history. Former Bosnian prime minister Silajdzic was bludgeoned with a pipe on June 15 while campaigning in Cazin, in the northwest of the country, where his SDA opponents went on a violent rampage.

Silajdzic broke from the SDA earlier this year and formed his own party to contest post-war elections scheduled for all of Bosnia under the terms of the Dayton peace agreement.

"The (OSCE Elections Appeals) subcommission found that the SDA was responsible for the violent and disruptive actions of its members...," Joanna van Vliet, an OSCE spokesperson, told reporters in Sarajevo. Van Vliet said the aubcommission ordered the first seven names on the party list of the SDA for municipal elections in Cazin to be removed and their candidacies terminated "as a penalty for this reprehensible and illegal conduct."

She also reported that the subcommission had censured the Cazin Chief of Police for a "disgraceful failure to keep the peace." Silajdzic recovered from the June attack and has resumed campaigning actively across Bosnia.
