Russia Concerned Over
SDS Election Ban
MOSCOW, July 9 (Reuters) - Russia expressed concern on Tuesday at calls to bar the leading Serb nationalist party from elections in Bosnia if indicted war criminal Radovan Karadzic remains its chairman. Interfax news agency quoted foreign ministry spokesman Grigory Karasin as saying Moscow was "seriously worried by what is happening around the so-called Karadzic problem." Robert Frowick, head of the Organisation for Security and Cooperation in Europe (OSCE) mission in Bosnia-Herzegovina, said on Monday he would use all his powers to block Karadzic's Serb Democratic Union from the elections in September.
Under international pressure, Karadzic last week handed over his executive powers to his deputy, Biljana Plavsic, but retained the title of Bosnian Serb President. He also had himself re-elected chairman of the SDS for the next four years. Karasin indicated that Moscow was satisfied by Karadzic's decision to abandon his formal leadership of the Bosnian Serbs.
"To put forward extra demands for the Bosnian Serbs and to make the fate of the polls...dependant on their realisation can hardly be seen as a practical thing," Karasin said. "There is neither judicial, nor political grounds to refuse to register the candidates of the Serb Democratic Union only because it is headed by Karadzic."
The Dayton peace agreement, signed last December to end 43 months of war in former Yugoslavia, banned indicted war criminals from holding official positions. The OSCE, a 55-nation security forum, is responsible for organising, running and monitoring the inter-ethnic elections.
