Berserkistan Navigator Klickovic Says Karadzic
Will Leave... Under Conditions

Gojko Klickovic PALE, Bosnia, June 26 (Reuters) - The Bosnian Serb Prime Minsiter Gojko Klickovic on Wednesday said the Bosnian Serb leader Radovan Karadzic had agreed to quit as president, but only under certain conditions.

Klickovic told reporters that Karadzic would remain as president until nationwide electins scheduled for September 14, provided the international community guarantees the security of the Bosnian Serb entity, Republika Srpska.

Klickovic also said Karadzic would go only if the question of control of the strategic northern city of Brcko was settled in the Bosnian Serbs' favour.

Brcko is the narrowest point in the Bosnian Serb territory, and falls midway between the east and west halves of Republika Srpska. The issue of who controls the town is due to be decided by arbitration.

The prime minister said although Karadzic would quit, he would still remain head of the ruling Serb Democratic Party (SDS) -- a decision Belgrade radio said had been reached at a late night session of the Republika Srpska parliament.

Klickovic also said Karadzic would not head the ruling Serb Democratic Party (SDS) election list for nationwide elections on September 14, although it was not immediately clear whether he would appear elsewhere on the list.

It was also not clear if the demand for "security guarantees" implies sovereign status for Republika Srpska -- precisely what separatist Bosnian Serb leaders have been fighting for. Such status would be unacceptable to the West which insists that Bosnia remain a unified state.

The conditional offer also leaves Karadzic with considerable influence over Bosnian Serb politics in the run-up to the September poll as president and beyond, as SDS leader. Earlier the international community's high representative to Bosnia, Carl Bildt, said he had received no notification of the offer, but he said the only acceptable condition was that the Bosnian Serbs abide by the Dayton peace accord.

The accord calls for indicted war criminals such as Karadzic to relinquish all power and face trial in the war crimes tribunal in The Hague.

The Bosnian Serbs' offer would be in direct conflict with the international community which accuses Karadzic of trying to sabotage the Dayton peace accord, and which does not want him to have any influence over the election.

Diplomatic sources said it was unlikely that either the international community or Serbian president Slobodan Milosevic would accept deal.

Milosevic and his Federal Yugoslav and Montenegrin counterparts on Monday told senior Bosnian Serb deputies that Karadzic must resign for the sake of all Serb people, or face fresh sanctions.
