Yugoslavia for Failure
to Arrest Karadzic

Antonio Cassese ROME, July 12 (Reuters) - The head of the U.N. war crimes tribunal accused rump Yugoslavia on Friday of "grave violation of international law" over the failure to arrest Bosnian Serb leader Radovan Karadzic and his army chief Ratko Mladic. Antonio Cassese, president of the Hague-based tribunal, said he had made the accusation in a letter to the United Nations Security Council after the tribunal issued international arrests warrants for the two men on charges of genocide and war crimes.

Cassese, an Italian, told the newspaper L'Unita, that Yugoslavia and the Bosnian Serb republic had an international responsibility to help bring Karadzic and Mladic to trial. "I pointed out (in the letter) that it is a grave violation of international law on the part of these states, in particular of the binding resolutions of the Security Council," he said.

Cassese, who called in June for limited sanctions to secure the arrest of leading alleged war criminals, said he had made no recommendation to the Security Council on what action to take. "It has a range of choices. It can say it deplores this or move on to harsher solutions," Cassese said.

The international community has been putting pressure on Karadzic's former political patron, Serbian President Slobodan Milsosevic, to remove the Bosnian Serb leader from all influence before Bosnia's first post-war elections in September. The Dayton peace accords which ended Bosnia's 43-month war, and to which Milosevic was a signatory, commit the parties to bringing indicted war criminals to justice.
