Berserkistan Navigator Kinkel: Capture of
Karadzic by Force
Should be Last Resort

‘Arrest by force would have other repercussions and we have had enough of violence.’
—German Foreign Minister Klaus Kinkel

Klaus Kinkel BONN, July 20 (Reuters) - German Foreign Minister Klaus Kinkel said Bosnian Serb leader Radovan Karadzic, indicted for alleged war crimes, should be seized by NATO-led troops only as a last resort, a German newspaper reported on Saturday.

Kinkel told the Sueddeutsche Zeitung daily in an interview that Karadzic and his military leader Ratko Mladic, both indicted as war criminals by the United Nations tribunal for former Yugoslavia, would soon be handed over for trial. "An arrest by IFOR (international protection force) troops should be the last resort. The use of force would be difficult at the moment," Kinkel was quoted as saying in the interview. "(Their) arrest by force would have other repercussions and we have had enough of violence. That is why I am hoping for other possibilities (for securing their arrest)," Kinkel said.

"I believe that Karadzic and Mladic will have be brought to book in the foreseeable future...This must happen soon. We should not jeopardise the elections, the reconstruction and the return of refugees," he told the paper. But he said if Karadzic continued to hold the reins of power in the Bosnian Serb republic indirectly, he would do this regardless of whether he was in Bosnian Serb capital of Pale or The Hague.

U.S. envoy Richard Holbrooke said in Belgrade on Friday that Karadzic had resigned after 10 hours of ``acrimonious'' talks with President Slobodan Milosevic of Serbia and Bosnian Serb leaders. Karadzic stepped down as president of the Bosnian Serb Republic and head of the ruling Serb Democratic Party. Holbrooke, however, failed to get an agreement on the arrest of Karadzic and his army commander General Mladic and their extradition to the U.N. war crimes tribunal in The Hague.
