Albania’s President
Says Kosovo Ready
to Explode
SALZBURG, Austria, July 7 (Reuters) - Albania's President Sali Berisha said on Sunday that the situation in the southern Serbian province of Kosovo, which is dominated by ethnic Albanians, was explosive. Violence has flared up in Kosovo in the past two months, with Serbian police being attacked and several killed. Belgrade uses military police to protect the province's Serb minority, outnumbered nine-to-one by ethnic Albanians.
"It is crucial for peace and stability to put this question on the agenda. Serbian oppression and a lack of attention could make the situation explosive," Berisha told a meeting of central and eastern European leaders in Salzburg. Berisha, who is under fire from the West after an election widely criticised as unfair, said the Dayton peace agreement for Bosnia had helped to improve the stability of the region but failed to address the Kosovo issue.
"Dayton was very important, but it left aside crucial problems like Kosovo, a problem which was at the heart of the the former Yugoslav crisis (even) before the Bosnian crisis," he said.
Berisha demanded the withdrawal of Serbian military police from Kosovo and immediate three-party talks between Serbia, Kosovo and Albania. "Nationalism presents the greatest threat to peace and security in the Balkans," he said. "I won't say it's a powder keg (but) it's a region with very many problems."
Yugoslav Deputy Prime Minister Ratko Markovic said last week a division of Kosovo was unacceptable since the province's Albanians were a national minority.
