Berserkistan Navigator Izetbegovic to Major: Elections
Will Depend on Dayton Compliance

SARAJEVO, May 24 (Reuters) - Bosnian government participation in elections scheduled for September will depend on whether conditions set out in the Dayton peace agreement have been met, President Alija Izetbegovic said on Friday.

The president spoke in Sarajevo after meeting British Prime Minister John Major, who was paying a one-day visit to Bosnia.

He cited concerns over the integrity of Bosnia as a sovereign country, the arrest of war criminals, freedom of movement and the right of refugees to return to their homes. "I have reminded him (Major) that there are some positive as well as some negative elements in the Dayton agreement and that lately these negative elements are more and more prevailing," Izetbegovic told reporters. "That is creating a fear among our people—a fear that that might lead to the disintegration of the country."

The Bosnian President said Mr. Major had confirmed Britain's support for the territorial integrity of Bosnia and for the U.N. war crimes tribunal and that he and the Prime Minister had discussed problems with freedom of movement. "These facts are, in our opinion, putting at stake the free and fair elections," Izetbegovic said.

"I said that it was under these conditions that we were in favour of having elections in September but I said that these preconditions...have to be met."
